[iPAQ] Expansion Pack Question

Hello,

I was wondering if anybody could explain me the following sentence in
the 'Expension Pack Developers Guide'
'When the device manager enables the expansion pack, either
automatically or through user interaction,
the main unit powers the remaining buffers for the entire interface into
a high impedant state.'
The question I have is : Is everything the device manager does done in
software ? Does that include powering the buffers ?
