I believe the iPAQ only supports USB slave, and therefore won't support those
devices.
Looking at the Hardware design specifications it looks like one could build an
expansion pack containing a USB master chip (such as the ScanLogic SL11H) as
well as a couple PCCard/CF slots. Although in the case of USB master, such a
pack would probably wan't an additional battery to be included so as to not
drain the iPAQ dry.
