ARM has the ARMulator which emulates ARM CPUs. IIRC, it comes with the ARM
development toolkit, which will cost $$$. Oh, and then you just have a CPU
emulator, not an iPAQ emulator.

If you want to do some tests with ARM and Linux, use one of the open
development machines at Compaq CRL.
