It is possible to install without a windows machine. You need to get the
OSLoader application onto the handheld somehow. You could the WinCE/Linux
PPP setup: http://www.handhelds.org/minihowto/wince-link/index.html. Or if
you have a CompactFlash extension pack, you could use compact flash,
ethernet, or a microdrive to transfer the OSLoader to the handheld.
Once the bootldr is running, you need an xmodem-enabled serial port, whether
it's Linux or Windows.
