I think you would have to make source changes to enlightenment for that
to work. Maybe forcing it to use a smaller font would help, but I
haven't used E for a very long time ;)

At the moment you'd do it by passing some command line options to the X
server in /etc/init.d/x (if you have familiar installed, take a look at
their /etc/X11/Xserver).
I'm currently trying to sort out Intimate's X package so that things
like this are easier to control. No ETA for a final package yet though.

I've never used it, but I noticed that recent versions of X in familiar
have a -card option that talks about pcmcia. I would suggest dropping by
#handhelds.org on irc.freenode.net and asking someone there - chances
are at some time of the day there'll be someone there with a vga pcmcia
card ;)
