CF card reflash problems

Hello,

Hi ive put the zImage, root-opie and homefs images onto my cf card
through a pcmcia adapter. I dint find the reflash.ctl in current
directory but it was in another parent directory. I used windows to
transfer these images on to the 256mb cf card along with the reflash.ctl
file and flashed my rom as per instructions. I now have the SDG systems
hx4700 linux bootldr running and I entered the reflash utility
:Contacts+Email+Reset.

It does a scan for images and then complains

"Can't read control file"

What format does the cf card need to be in ? the cf card that im using
is in FAT16.
