swap file for ipaq

I am trying to set swap files for ipaq to instal locale package.
I make swapfile, with

#dd if=/dev/zero of=swapfile bs=1024 count=32768
#makeswap swapfile

and trying to initialise it with
#swapon /swapfile

but i got "Incorrect argument" on it...

Can anybody advice me how to make swap?
