can you also see the serial console output? i had the same problem
booting a "fresh" image. sometimes it took 2-3 reboots before i got the
login screen on the device. sometimes it didn't work at all. on the
console i saw that the startup stopped at the initialization of the
different locales. i removed the involved programs/configs from the
image. from that point on i did not have any further problems during
system startup.
