Just for completeness (and because I hate googling for answers only to find an
unanswered question), I did solve this issue - it turned out this was the
wrong file to use for the HP3900.

The fact that the download link to
ftp://ftp.handhelds.org/pub/listitemnux/compaq/ipaq/v0.30/BootBlaster_1.18.exe
was dead should have indicated that the FAQ was out of date. Instead I went
hunting for the BootBlaster_1.18.exe file, found it and tried to use it.
Oops.

The final files I used were:
BootBlaster3900-2.6.exe
bootldr-pxa-2.21.12.bin
gpe-image-h3900-20050407140814.rootfs.jffs2

Other iPAQ's, other familiar releases and choosing Opie rather than GPE would
change the files required.
