Perhaps, I don't know enough about Mailman to tell you,
however, I can tell you that the feeling amongst most members HAS been that
a subscription-only list would deter new users from posting with questions.

Get a spam filter and learn how to use it.
As a moderator for these lists I can assure you that only a small percentage
of spam actually makes it through, and a locally installed filter can soak
that up with ease.
