We looked at both ViewML and Amaya, but ended up using Arena on our
handheld under X:

We made some changes to it, a couple of bugfixes--it would crash on
really large pages--and stripped out a few other things for our screen
size, but found it to be really good and really self-contained. It
needs libwww, libX11, libm, libmd5, libxmlparse, libxmltok, libc and
libdl. Not too bad. We managed to cram it and all the libraries it
needs, as well as X, into a 4MB cramfs filesystem.
