I have a problem seeing your point. Nobody is going to do any serious
programming on an iPAQ using a stylus as the input device, so I don't
see any reason why compilation can't be a part of program installation.
What one could put down effort on could be desktop tools for making
it easier to cross-compile and install applications to handhelds.
Another useful project could be a set of libraries with features that
would be more interesting for handheld applications, such as widgets
for handwriting recognition, etc.
