I'd look strongly at the lucida fonts. The bitmaps are extremely legible.

There are some problems in some software with some of the glyphs in
the bitmap versions (I also have the type1 versions installed on my
workstation), but I beleive I read that that was being wored on as
one of xfree's contributions now that they are in the consortium, yes?

Also, ugly as it may sound, generating some bitmaps from verdana might
not be an unreasonable thing to do. Xmbdfed is a good way to do that.
It should prove legible at small pixel sizes, though some touchup may
be required.
