There is an off switch on the bottom of the unit, between the power cord and the serial/usb connector. You needed to turn this on when you got the unit. The On-Off button on the top (once it is setup) will put the iPAQ into power saving mode or take it out...Note that the kernel does not have any of the power management stuff in it yet....
The Xscribble thing is a little harder to describe...
I usually kill xeyes and xclock as they sometimes interfere with what gets the xscribble output. I also have had better success with xtermb (than with xterm...not sure why)...
Tap on the xterm titlebar once to focus it, then tap on it again...this wil put it focused, but behind xscribble ... Then scribble away...

Subject: [Handhelds] power control, and XScribble focus
So, um, how do I turn my Linux-iPaq off? It now ignores the power
button. In general, how is power control managed? Also, how do you
reliably get xscribble to accept pointer strokes while the xterm
retains the focus??
Also, how do I find out what strokes xscribble thinks are canonical??
