We should take a look at the Linux Router Project's packaging system.
It's extremely lightweight. Basically, every file on the system
belongs to a package except for ephemeral files. There's a package
directory which holds four meta-files with information about the
package. One of those files lists all the files that make up the
package, including the package meta-files. So, once you have a piece
of software set up on the target system, you can create a package out
of it using a trivial tar cfz command.
