I don't know for sure but based on my experiences with the HP repair group
I would be very surprised if you could find anyone who spoke English,
let alone knew what a firmware was or could reflash one.
However, back in the days when iPaqs were young the HP CRL offered a reflash
service for the original iPaqs for just such situations as yours; you might
try and track them down and see if they can point you in the right direction.
Failing that I suppose you could try and find the JTAG bus on the board...
I might shortly have a slightly-dead H6315 (external speaker doesn't work,
so no ringtones / speakerphone, but otherwise OK) to part with. I'll drop
