Hm, this same happened to me... . I would bet it's really flat
battery. If it is really depleted, this can really happen -- ipaq tries
to boot, but after some battery load the voltage gets down and ipaq
shuts down. Then, voltage raises a bit and the process repeats (my
estimate of situation, but I have not measured anything).

Maybe stupid question -- was the wallplug adapter connected to the
cradle? I would somehow try to get ipaq into state when battery is
inside and it doesn't vibrate, and it is inserted into cradle and cradle
is connected to AC. Then it should charge, although the charging LED
might not signal it. Leave it in such state overnight, it should be
possible to boot it then. And, leave it to fully charge.
Another possiblity is that the battery is simply too old and unable to
reasonably charge anymore. Then I would try to find another battery,
e.g. on eBay. Or, if you have any way to get lent another battery, it
might be worth to test that one as well. But I guess ipaq should be OK.
