It does indeed. That file is provided by the toolchain in gcc-lib.

Siggi - Are you using your own toolchain or a toolchain outside of
oe/bitbake? If not, try rebuilding the cross compiler toolchain in oe.
If you are, check to make sure that stdarg.h is found in your toolchain
build. If it isn't either try the oe toolchain or a prebuilt toolchain
from here:
http://handhelds.org/moin/moin.cgi/PrebuiltToolchains

And see if the problem is reproducable by either of these toolchains.
