[patch] port of fsi driver to 2.6, take 2

First off, thanks again to Phil Blundell and everyone else who have
provided invaluable input. Here is my second attempt at porting the fsi
driver of the h5[4,5]xx iPAQs to the 2.6 kernel. This patch attempts to
put all driver code in arch/arm/common/ipaq and has the samcop_base
initialize the fsi soc device.

Please review. I encourage all criticism. I am interested in getting
this right.
