Is this really necessary? The kernel already forces the wifi power off
during suspend. (At least, it certainly should do, and I'm fairly sure
that this is working.)

handheld-common.conf already brings in network-suspend-support. You
probably just need to remove the usbnet package from ipaq-common.conf.
