Power to the radio certainly should be getting forced off during
suspend. Could you try the "unload modules and reboot" trick and see if
it does actually make a difference to the current drain while suspended?
If so, I'll try to find out what's gone wrong.

It might also be worth updating to the latest kernel. I don't remember
for sure if there have been any power-saving changes since hh36.11, but
it's possible.
