The mailing list archive is probably full of techniques one can try to
revive their iPAQ. All the way down to using the jtag interface to unbrick it.

But to save you some time I'll give you the most usefull one generally.

Disconnect the battery, leave it out for about 2 minutes. Plug it back
in. Try charging and soft-reseting. If nothing happens try this cycle a
few more times.
