Sorry to say that, but you have probably bricked your iPaq.
As it seems, the WinCE restoration procedure does not always work on the
h54xx. I suspect that BootBlaster fails to save a correct backup of the WinCE
bootloader. (At least, when I read the bootloader via JTAG, I get a different
file than the one produced by BootBlaster.)
