It should be both in bootloader and kernel. The eventual goal is for the
kernel to be able to initialize all devices on its own when possible,
however in some cases the bootloader will already have initialized it (for
serial output.) So, implement it in the bootloader if you need to (like
you will for LAB), but definately implement it in the kernel.
