You're lucky, the h1940 does have an IRC channel. It's #h1940 at
irc.oftc.net. There you can always find somebody to help you.
About your questions: no, the port is not complete yet.
As you can see on your Wiki page
http://www.handhelds.org/moin/moin.cgi/HpIpaqH1940 there is ongoing
development, but it is far from complete. At the moment there is a lot of
work being done on the MMC/SD driver, and AFAIK a little on the power
management.
Infrared should be working fine (but probably not with gpe or opie),
network probably not (if it's an SDIO card, it never will), and power
definitely doesn't work yet.
So anyway, if you want, you can find us on IRC for a more direct chat.
