Yes it is possible.

You have to establish PPP connection
(you loose your console but win IP connectivity).
It is easy to do if you have Linux on that laptop.
It is possible it you have Windows (however I never succeeded with W2K but
it might be me).
But for Windows you have to fake being a modem and answer to AT?? command.

It is not automatic, you have to modify/verify the content of a few file:
/etc/passwd (look if there is a ppp account)
...

But the instruction are available on WiKi and are working.

When you have the PPP establish, it is not the end yet.
You have to run a proxy on the laptop, or use proxy-arp if you have a IP
address free on you LAN.

Once you can ping your iPaq from your laptop and further...
You need to "use that connectivity".
 1) This frequently mean generating SSH key.
 2) Starting "sshd".
 3) Starting your PPP connection (you loose the console).
 4) Starting "ssh" on your laptop.

PS: This solution is for serial, there is also an USB solution.
