Packaging for kernel modules

The current packaging of kernel modules has been fairly flat, (and
quite large).

I think the right thing to do is to split the kernel modules up into
as many separate packages as makes sense. Then user-level packages
which require specific modules would have dependencies added to pull
in the appropriate modules. James Conner drew up the following diagram
some time ago as a strawman proposal for kernel module packaging:
