Launching Python app(let)s

I've been adding code to Foal to allow Python apps to be launched from
within the launcher itself, to save memory.

I'm trying to come up with a nice way of allowing applications to specify
that they *can* run using this method without forcing them to. I'd
originally added a foal-specific command like "#foal.pylaunch" to launch
suitably designed scripts, but this then prevents the menu items from
working unless Foal is being used.

It strikes me that the "correct" thing to do would be to agree on some
standard API for such Python "applets", along similar lines to the sysset
code, and to then add a new "needs" type.

Can anyone see any better way to do this?
