Hello,

No install instructions, you just unpack the contents into a directory.
bz2 is bzip2. It is simmilar to gzip(gz). You need to get the bunzip2
program. It is probably on the skiffclusters, "telnet
skiffcluster[1-4].handhelds.org" then login as "guest". Then you can
unpack it using "bunzip2 -c | tar x".
