Menu structure

I notice that we don't seem to be adhering to the Debian menu hierarchy. Do
we have a Familiar hierarchy defined somewhere? I also notice that
Utilities is bulging already... :)

It seems to me to be a good idea for these things to be defined ASAP, along
with sets of Hints, so that these can be added to menu definitions now,
rather than later.

Anyway, Foal 0.6-4 now uses Carl's tiny menu support and gets it right this
time... :)
