Here's how I did it:

Download and unpack the archive to your desktop pc. Then scp the entire
directory structure to the ipaq, like so:

scp -r j2re1.3.1 root@ipaq:/mnt/ramfs

This takes about 60 seconds with a wireless lan card. Then set your
PATH to include /mnt/ramfs/j2re1.3.1/bin.

In order to do this you need about 19MB free in /mnt/ramfs. If you have
less RAM then you will need to trim down the JRE before sending it up.
One way to do this would be to unjar rt.jar, remove some un-needed
items, and then recreate rt.jar.

One problem I noticed is that if you adjust the CPU speed of the ipaq it
may cause the blackdown JVM to segfault. Rebooting seems to be the only
way to clear it up. And since rebooting wipes out /mnt/ramfs, I dont
adjust my cpu speed any more.
