I don't think it's a matter of limitation ... it's a matter of who's going to
put the effort in for something like that ;-) Just bacause you CAN do
something doesn't always mean you should ... that being said if you're looking
for apache to run on you PDA try looking here:

It's dated but it's a place to start. The other option is to build a
crosscompiler/dev environment, grab the source for apache, and build it
yourself :-) .... no limitations but definately some effort involved if it's
something you want.
