Problems installing bootldr on H3635

I successfully install the bootldr 2.14.8.
However, issuing "pflash 0 0xffff 1" numerous times has
no effect on the "qflash 2" output which remains at 00000000
instead of 00010001.

I move on to the instructions for installing the kernel
which recommend the bootldr 2.14.5-bigkernel-mono
so I attempt to install this. This fails with the output:
  Erasing sector 00000000
  len = 00018980
  eraseSector error
    sectorAddress = 00000000
    flashContents = FFFFFFFF
    status = 00AA00AA
    erase error!

At this point I attempt to reinstall the 2.14.8
bootldr which succeeds although the pflash still has no effect.

So I presently have my iPaq H3635 powered on with
what I believe is:
  1) the 2.14.8 bootldr installed
  2) inability to protect sector 0
  3) inability to load 2.14.5-bigkernel-mono bootldr

What should I do at this point? Proceed with the
kernel install? Will this work properly with the 2.14.8 bootldr?
Is it an indication of a serious problem that I am unable to
protect sector 0?
