That decision belongs to the people doing the work.

If you look at the current scene, most of the distributions aren't. They're
derivatives of the old handhelds.org releases, with the cool new code on top.

Since Familiar has taken over as the reference, and now that Carl has been
doing all the work on packaging (including the new multi-source and
multi-target work), there's no reason for a bunch of redudant bits to be
released. Simply package up your cool code as a set of ipkgs, and be done
with it. It saves everyone time, and lets you focus on doing cool stuff,
rather than low-level BS.
