Power button iPaq H3970

I'm having trouble changing the function of the power button per the
instructions on the Wiki. I can't create the file in /proc/sys/ts that it
specifies. It always gives an error whenever I try to create a file in any
way in the /proc tree. What am I missing?

I'm running Familiar 0.8.2 and Opie on a H3970 and love it!
