There are (At least) two different files that store this information:
/etc/pcmcia/network.opts and something in /etc/networks.
My experience has been that the etc/pcmcia one is used when booting the machine, and the
/etc/networks one is used by ifdown, ifup and the OPIE interface.
I'd actually really like to know why there is this apparent duplication of information, as it leads to the kind of problem where you don't know which file is responsible for what.
