Okay, seems that usb is not running properly on the ipaq. I always see
this when I plug the ipaq after a suspend, that is why I sticked an
entry to the menu to restart it... (/etc/init.d/usbnet stop;
/etc/init.d/usbnet start)
Do you have a network interface on the ipaq? Mine looks like this:

Did you use the script to start usbnet from the site you mentioned
(http://handhelds.org/z/wiki/How%20do%20I%20setup%20USB%20networking)?
