I tried on my modem. I created /dev/ttyS1(because somehow ttyS0 is
blocked and cardmgr assigned new port) with `mknod ttyS1 c 4 65' and
was successful! Though there's a bunch of ToDo's to establish PPP
connection over my modem, it seems not so hard from here.
I have no idea on your problem. But I think we can compare the difference.
I put console output of cardctl eject/insert cycle. Please check and see
if something differs.
