um,

thanks, andreas, for these helpful suggestions. i'd like to point out,
however, that i think that you're making this sound much more difficult
than it really is.

the first issue that strikes me as critical is that the wireless card
can't see other router advertisements; if that's so, then none of this
will work. alas, it really only needs to see one at a time.

that said, the entire purpose of roaming across subnets is so the node
has access to the network -- at its home address, of course -- when it
loses its "normal" connectivity. in other words, you don't need a
handoff until you can't reach the router that's currently serving as a
gateway.

furthermore, if you have access points serving several subnets in close
proximity, it would be a really good idea if they have different
essids. if the default configuration the the 802.11 card is set to try
the essid associated with an access point on your home network, then the
thing should always wake up there and registration won't be a problem.

now, ifconfig and a host of other utilities come from busybox to save
space in the core familiar distribution. these are lightweight versions
that serve many people pretty well, but for some purposes you have to
replace them with the real apps.

as for this vital importance stuff about getting the card configuration
using the home address before seeing a router advertisement, see above.
i've never found it necessary to diddle the functionality that ipv6
provides; if all of this didn't work fairly seamlessly, then its value
would be greatly diminished: one of the beauties of ipv6 is that all of
this is just supposed to work -- and does! -- so when the card wakes up
on its home network, all of this will, in fact, just work.

so, put "ipv6" in /etc/modules; set the base essid in
/etc/pcmcia/wireless.opts if necessary; before you run
/etc/init.d/mobile_ip6, take a look at ifconfig and route -A inet6 to
check that your base network configuration makes sense, including
pinging another (full global) address.
