Looking for softwares

Q1: Is there a Familiar Package for GNU make and GNU C?
If yes were can I find them ? If not how can I port ?

Q2: Is there a familiar pakage of Debian dpkg ?
I want to install some arm debian pakage into my ipaq. Is it possible to do
so. if not, may I change a debian binary-arm pakage with .dpk extension into
a familiar .ipk extension and use ipkg to install the package on my iPAQ.

I still want to install Emacs on my iPAQ.
I found on the handhelds.org site
ftp://ftp.handhelds.org/pub/linux/arm/apps/rpms/
and
ftp://ftp.handhelds.org/pub/linux/arm/apps/srpms/
Emacs packages. Are they installable on my iPAQ with Familiar v0.4 ?
What is the procedure please.
