Problem with mounting root filesystem through NFS

Hi,
    I am trying to use a kernel with root filesystem over nfs built in to
work. I tried in a PC environment first. However, after the kernel loading
and starting sending bootp request, it just loops there forever trying. I am
not sure whether its the bootp having the problem or the nfs mounting. I set
the root device to 00:ff with rdev but still cannot.

    Can anyone help me?
