formatting CF card

I've got a 32MB CF card that I want to mount as /usr/local, but I'm unable
to format it as jffs2. I sent a message to the list a couple of days ago,
but it never showed up, so I don't have the details of what I tried anymore
(heh), but I had found a mkfs.jffs2.arm that seems to attempt to spit out a
jffs2 image, but I'm unable to write it to /dev/hda1 on the ipaq.

Is this because the CF card shows up as an hd* instead of some kind of mtd
device?

What's the best way to format this thing to maximize my 100,000 writes?
