ipkg manual install

Hi

I still now I cannot complete my install due to difficulties to setup the
network and run ipkg update.
Is there a way to do it manually, I mean downloads the package and install
the files.
Does anybody knows where I can find Emacs and Emacspeak ARM packages for
Familiar Ipaq
