Cross environment help

OK...so, I'm trying to install arm.deb's in the cross-compiling root that
I've got set up...and nothing I do to try to unpackage the debs there seems
to work.

dpkg --install --root=/path/to/new/root foo_arm.deb

fails, no matter what 'foo' is, with 'No such file or directory'.

So...how do I boostrap this?
