BUGLET: ion docking

If an application docks with ion and subsequently requests a resize, then
ion forgets that the app was docked and resizes it to fit the seletected
frame. Some ion code is obviously not checking the DOCK flag on the window.

The reason this might happen is that some programs, e.g. pytime, set
themselves to be very small and then let Gtk set the minimum size itself, so
as to ensure that all the required text is displayed. If the text size
grows at run-time then the window will try to resize, at which point ion
gets confused.
