Opinnion, X(icewm) or QPE?

I'm developing a linux distro based on familiar, but customized for the
company I work for. I've been checking out different gui's to find what's
best for what I'm doing. I liked QPE because it took up less of the rom, and
had decent apps. Then I tried X, but didn't like the wm, so I changed the wm
to icewm. It was nice but seemed to take up alot of space.

QPE had good graphics, but since I don't know much about QT, it's hard for me
to add my own programs to the GUI. But, the apps that were apart of QPE were
nice and took up so little space, I had plenty of room for my stuff as well.
And, if I decided to release my customized distro to others, I'm worried
about the Licence.

X(icewm) looks good, and has the advantage of easily being able to port
programs to it. But, took up so much ROM space, I had room for little else.
(H3635 -16m rom)

It was nice to be able to let my people have other programs.

Now, I know I have seemed to answer my own question, But I am curious as to
others opinnion of the pro's and con's of the two GUI's.
