I can answer to this question by myself. I got WINCE backup done by using
power switch on the bottom-left of my IPaq.
(Resetting IPaq by holding the button in bottom-right for 5 seconds didn't
help.)

When I try to backup my IPaq 3630 by selecting Tools->Flash->Save to files
from osloader-1.3.0 I get following error box.
Fatal Application Error
Application filesys.exe has performed an illegal operation and
will be shut down...
Is this normal? How long the backup operation should last?
I have waited about 15 minutes but nothing has happened and I am not sure
whether it is still doing backup...
