There is a vim package for familiar unstable.
I think elvis-tiny is the smallest 'decent' vi but I guess that is
debatable. Anyway, it's what they use on the debian boot floppies.
It's about five times smaller (at 93k) than vim-tiny.
I don't know if its in familiar but you can repackage the one from
debian-arm.
