IANA (Internet Assigned Numbers Authority).
<http://www.iana.org/assignments/protocol-numbers> says that
'IPv6-ICMP' is the official name, so it should presumably be
ipv6-icmp.
(Though the ping6 on Debian2.2 doesn't appear to use /etc/protocols
anyway...)
