ipkg-buildpackage

Hello!

I just committed the first version of the ipkg-buildpackage script to
the CVS, repository cvs.handhelds.org:/cvs/familiar/dist/ipkg. I also
added an example for a rules file and a config.site script. The latter
is a ported version of Bradley D. LaRonde's script for cross compiling
for the Agenda. I replaced the paths for the arm cross compiler in
/skiff/local and added a few settings.
